Business challenges addressed
-
Cross-border trade is subject to export control, embargo and license regulations that vary by country, product, party and end-use.
-
ERP or TMS transactions need automated release, block or hold decisions before execution.
-
Licenses have quantity, value, date and statement requirements that must be monitored and consumed correctly.
-
US re-export, de minimis and catch-all scenarios require product and BOM-derived data.
-
Compliance teams need auditable release decisions and transaction histories.
Functional description
Cross-border trading of products and services is subject to many legal regulations and constraints. While these constraints help e.g. to counter proliferations of weapons of mass destructions, protect endangered species or prevent the traffic of drugs and their precursors, they pose an increasing administrative overhead for economic operators to stay compliant with these legal boundaries.
The MyTower GTM Embargo and License Management solution ensures that all business transactions are aligned to current international trade regulations, while minimizing the related administrative overhead.
The solution allows to setup the relevant legal constraints, determine if a given product is subject to embargoes or license constraints, manage the authorizations and licenses obtained from the government and screen all business transactions for applicable embargoes or license requirements.
Transaction Monitoring
In Transaction Monitoring the system provides the functionality analyses all new or changed sales transaction and maintains a list of the license determination status. The list is presented to the user as a worklist of action items to obtain the required licenses or other required documentation. The list is prioritized with regards to the lead times, required to obtain a license as well as the status of the sales transactions. With the Transaction Monitoring Module, the user can at any time retrieve the license documentation for any given past transaction.
Typical workflow
- Receive a sales order, shipment, goods issue or logistics document from ERP/TMS.
- Determine the applicable legal regulations and control parameters.
- Screen countries, parties, products, US content, end-use, customs regime and customer-specific flags.
- Check embargoes and determine whether a license or special documentation is required.
- Book the transaction against an available license or route it to a worklist if blocked.
- Return release, hold, license number, license phrase or document requirements to ERP/TMS/broker processes.
